Minutes of the last meeting were approved and signed.

Public Speaking-time.
Lord P. Chant reported severe road/verge subsidence at Stockbridge Lane located opposite Piltown Farm.
He also queried the Minutes of the last two meetings which he attended which was clarified re Planning for The Glastonbury Festival and reported having attended a planning meeting MDC whereby the Planning Application was approved.
L. Wright (Agent) gave an outline on planning on behalf of the applicant to be deliberated this evening in respect of Change of Use of part of garden to tourism, siting of 3 Timber Cabins for Tourism use and Creation of Parking Area (Retrospective)/Mistletoe Cottage/2, The Dingle/Stockbridge Lane to Steanbow/Planning Ref 2023/0178/FUL and answered questions.
Parishoners present voiced objections re possible flooding, security, close proximity to other properties causing overlooking (difference in heights), loss of privacy, potential nuisance of noise, inadequate parking and servicing, access and the retrospective nature of the planning application although Mr Wright explained it was so as originally a licence was granted for a 'Certified Site' for small privately-run motorhome , caravan and campsites operating exclusively for club members of certain clubs that are exempted from the need for planning under govt legislation through 'Caravan Sites and Control of Development Act 1960 then deemed necessary by MDC Planning to require a full planning application as the applicant was wrongly informed.
D. Ewing gave a resume of proceedings for the King's Coronation Saturday May 6th 2023.
On the day there will be a Live broadcast of the event at the Village Hall with Games, Fun, Refreshments, a picnic and in the evening there will be a pop-up Pub in the field behind the Village Hall courtesy of Parish Councillor A. Creed and family.
Donations of cakes etc will be gratefully received.
Complaint from G. Bannell and endorsed by those present re Dog-Fouling in the village, two examples being within the vicinity of the village hall, a field opposite Breach Farm and around the village generally.
Clerk will post as per Minutes and in the Parish News and Views requesting Dog-walkers to be aware and take their dog excrement home.
It was noted there is a Dog-waste bin situated at the foot of Church Lane.
Request from H. Barrow on behalf of those walking children to and from school for safety measures to be implemented for crossing the A361 in to Newtown Lane such as a pedestrian crossing, 20MPH speed limit from East Street to The Lion, Newtown Lane to Breach Lane and a 20MPH Limit at school times including clubs 8-9 and 3-4.30.
Clerk to bring this to the attention of One Somerset Traffic Management (TRO's) and Traffic Calming.
Please note One Somerset commences from April 2023.
Clerk will also research costings etc for flashing Speed Limit signs.
M. Colman reported West Pennard School will be holding a meeting with parents on 31.03.23 re traffic problems and will report at the next meeting.

Update and Report Somerset County Council Report March 2023 launching 1st April 2023 - Somerset Council plus set of services.

Proposed, seconded and passed Recommend Refusal for reasons of:-
Overshadowing (1), Overlooking (there is a height difference), loss of privacy (2), Access, Highways Safety (8), Inadequate parking and servicing (9), Noise and disturbance from the scheme (10), Flood risk (11), Objections from neighbours attending parish council meeting and additionally the very nature of the planning being retrospective as 3 permanent cabins are already in situ (12).
