Public speaking-time:

Concerns raised by parishioner present re planning for large camper-van site appertaining to The Glastonbury Festival in neighbouring village which could impact on West Pennard and emergency vehicles.

N. H-Cooper to report findings at the next meeting.

 

Cllr. H.Cooper confirmed there are no official plans for re-routing round the A361 and West Pennard.  A consultation phase will be going through in 2020 where several schemes have been put forward.  Several parish councillors thought the Ridgeway proposal to be a solution as would be declassifying the A361 as a freight route.

 

County Council News: -

Finances are on track -  the budget will balance for the next two years.

Gritting costs have increased by £200,000 - all main roads.

£54,000goes to service the debt daily and £70% goes on Social Care.

 

 

 

 

 

 

 

Matters arising:  Refurbished Bollards around War Memorial.

 

Clerk received a letter from Castle Welding and Fabrication Ltd - their work has been donated free of charge.

A letter of Thanks has been sent.

P.Cllrs P. Gurl and A. Creed have been thanked for their hard work on this project, also given free of charge.

A. Creed donated Oak to make the bollards and also assisted with chainsaw work.

Finance - Balance at 19.12.19 - £1289.74.

Precept will be set at January meeting.

 

Planning:-

1.  Change of use of existing barn to holiday let use, demolition of small single-storey extension and enlargement of existing lean-to/Laverley Farm.

Proposed, seconded and passed Recommend Approval.

2.  Rear single storey extension and internal alterations/The Lion at Pennard (dated 19.11.19)

Proposed, seconded and passed Recommend Approval.

3.  Proposed workshop and tractor store and improvements to vehicular access/Piltown Farm.

Proposed, seconded and passed Recommend Refusal.

Reasons:-

1. Overbearing nature of proposal - ie -   Excessive scale of the proposed 

2. Design and appearance (looks industrial), impact on public visual amenity. (This is a rural setting).

3.  The proposed is outside of the development area.

Planning decisions, Mendip District Council:-

1.  Approval of details reserved by condition 4, Old Station House.

2.  Approval of details reserved by conditions 12,13 and 14/Field View.

3.  Approval of Erection of a detached dwelling/Land adjacent to Newtown Farm.

4.  Approval of Internal alterations to garage building and new conservation rooflight; construction of outdoor natural swimming pool and chem-free filtration bed; reinstate former window to south elevation of house/Laverley House plus LBC.

 

Highways Matters:

Concern expressed by parishioner regarding school traffic parking and timescale for yellow lining.
