Minutes of the last meeting were approved and signed.
Public Speaking-time.
Request by E. Handford for yellow warning lines outside the village hall and breach lane to be refreshed and for hedges to be clipped back which are obscuring the ' children' triangular signs.
Concerns also re the speed of traffic using Church lane at school-times and their closeness to pedestrians.
Use of the parish council owned hand held speed indicator device was offered and declined. Cllr Colman reported the subject has been raised numerous times at school governors' meetings: Some parents need to drive more slowly up the lane and some parents do not take care with their children walking up and down to the school. Not all parents are irresponsible.
Mrs Handford put forward the idea of having a permanent 'flashing' speed indicator device placed in Church lane to be funded by pupils' parents. The question arose as to land ownership which they would have to ascertain and obtain permission.
Mrs Handford left the meeting.
Correspondence circulated: Email from a resident re slow broadband: Clerk to suggest changing to another telephone exchange. Matter to be highlighted in Minutes presented on the parish council website and article for the Parish News.
Finance: Cheque drawn £168.27 Somerset Association of Local Councils Affiliation Fee.
Planning: Decision, Mendip District Council to approve details reserved by conditions3, 4 and 5, By-the-Way/Main road.
D. Cllr Greenhalgh gave a report:
Confirmation there are no plans for a gypsy/traveller site in West Pennard.
The five-way Capita Contract has been signed and commences in June. As a result restructuring is on-going using people with skills to manage contracts.
Mendip District Council put in a Devolution Bid which would give much more freedom to allocate funds to transport etc.
The Glastonbury Festival plans are in place.
Shepton Mallet Library is being relocated to 'The Hub', Mendip District Council site.
Posters etc are going to be circulated to raise the profile of the district councillors of each Ward.
Highways Matters:
The Grid outside The Red Lion Inn has been repaired.
As previously reported Southtown lane up to Moggs Hole remains in a very bad state and in some places the road is disappearing. It can now be considered dangerous. Clerk to report to Somerset County Council Highways.
