J. Greenhalgh gave a briefing re MDC and SC.C:

A meeting on 25.01.16 requires approval for MDC and four other councils re joint procurement i.e. to form a joint arrangement for various services.  If agreed a contract will be signed (31.3.16) for 5 years via Capita and Vinci.

SCC will implement a 5.2% Council tax increase to cover Adult Social Care and Flooding measures.

Matters arising:  A vehicle-count took place in Newtown lane since last meeting re Planning at Yew Cottage, Newtown lane.  Stats as file.

Finance:

Accounts presented for inspection.

Cheque drawn for £162.43 Election Expenses, MDC.

Precept 2016-17.

Proposed, seconded and passed precept for £3000.00 (no increase).

The Parish Council Tax Support Grant 2016/17 is £57.88.

Planning:  Demolish and remove existing agricultural animal shelter and replace with cabin/chalet for holiday let (change of use from agricultural to C3)/Pennard Hill Farm/Stickleball lane to Pennard Hill Farm/East Pennard.

Proposed, seconded and passed recommend approval.

Highways matters to be reported:

1.  Missing Coxbridge sign opposite Coxbridge House.

2.  Very bad state of Southtown lane.

3.  Requested sign for Castle lane/Pennard hill 'Unsuitable for Heavy Vehicles' not in situ.
