Minutes of Annual Parish Meeting.  11.05.26.

Present:  A. Creed (Acting Chair/Vice Chair), M. Heal, S. Petherbridge, D. Creed, J. Gane, T. Holley and two parishoners.

Apologies:  A. Oakerbee.

Minutes of the Annual Parish and Parish Council meeting 14.04.25 – proposed, seconded, all in favour and duly signed.

Acting Chair’s Report.

I took the Chair on 10.11.25 due to Chair G. Willcox being unable to attend the meeting and was duly asked to and accepted the role of Vice Chair.  Mr Willcox is unwell so I have continued in this role.

From January 13th 2025 to April 2026 West Pennard parish Council have deliberated fourteen planning applications.

West Pennard Parish Council have received £29,000.00 from Glastonbury Festivals Ltd ‘to be spent on infrastructure and repairs works to benefit the whole community’ which has been allocated as follows:-

West Pennard Village Hall Management Committee - £9,000.00 – To update village hall kitchen.

West Pennard Parochial Church Council - £9,000.00 – to assist in keeping St. Nicholas Church open (one-off payment for this purpose).

West Pennard C. of E. Primary School - £6,000.00 – to refurbish trim-trail.

Annual donations were:  West Pennard Village Hall - £1,500.00 – Upkeep of the Village Hall and West Pennard parochial Church Council - £3,000.00 – Upkeep of the churchyard.

The £5,000.00 remaining will go towards the purchase of two Speed Indicator Devices and posts to be purchased and then positioned on the A361.  Their positioning will be: 

Location 1 – Opposite the Cyder Barn Residential Home (Glastonbury end).

Location 2 – Opposite The Red Lion (Pilton end).

Lead Councillor Andrew Oakerbee has been in liason with Somerset Council Highways and the West Pennard Traffic Action Group to achieve this aim.

We welcomed two new parish councillors by co-option:  Councillor Andrew Oakerbee on 17.03.25 and Councillor Sheila Petherbridge on 10.11.25.

The Annual Governance and Accountability Return 2025/6 was duly presented for inspection and signature by Clerk, Chair and West Pennard Parish Council at our parish council meeting on 13.04.26.

Balance of Accounts 31.03.26 - £6,576.81.

Precept received £17,000.00.

War Memorial:  Councillor Tom Holley liased with Bale Masonry to take out damaged stones, replace with a lime and mortar mix to match the stones and carve a chamfer in the stones.

P. Gurl repaired the damaged bollard (no charge, thank you Peter).

All was completed for Remembrance Sunday.

Flooding Issues:  At our February 9th meeting there was good representation from locals including landowners to discuss the Environment Agency’s letter announcing the withdrawal of maintenance in relation to Coxbridge Brook.  I emphasised just how important this recurring issue is and the fact that (as all present agreed) only regular maintenance right the way through the waterway network will keep the waterways clear and prevent unnecessary flooding to homes, land (with livestock) and keep our rural roads clear.

All policies are up to date:  These are Audio-Visual Recordings and Photography at Meetings, LGA Councillors Guide to Handling Intimidation, Social Media Guide (Civility and Respect) Policy, Anti-harassment and Bullying Policy, Financial Regs, Local Government Statement 25/6, Code of Conduct 2026 and Openness and Transparency on Personal Interests, Policy for Managing Serial and Unreasonable Complaints and Updated Standing Orders.

Roads, White-Lining and Potholes.

Councillor Sheila Petherbridge has just completed a list of all white-lining required in the locale (forwarded by clerk to Somerset Council Traffic Management) and is in the process of looking at Signing in the village, predominantly the A361, with photos and a report to follow.

All the above and potholes are reported to Somerset Highways.

All Notices of Meetings, Minutes and Notices regarding Road Closures/Works are posted on our website westpennard.org.uk and on the noticeboard at the village hall.

I would like to thank my fellow parish councillors and clerk for their attendance and output at our meetings.

Clerk on behalf of councillor Andrew Oakerbee reported posts for Speed Indicator Devices will be supplied and fitted by Somerset Council within the next six months.  Cost £700.00 and other incidental works will be covered by Somerset Council.

Cost of two solar powered Speed Indicator Devices with clips to fit 89mm posts, data collection etc £7,638.00, no delivery charge.

Councillor Petherbridge suggested the clerk ask if Messagemaker could deliver and fit the devices once poles are in situ and as a neighbouring parish council found it necessary to purchase another solar battery in the time lapse between delivery and installation.
