Memorial Tribute to former Chair, Guy Willcox:

Clerk Janice House received the news from a family member that Guy had passed peacefully away on Wednesday June 3rd 2026.

Guy attended parish council meetings regularly as our community police officer and in 1999 he became a parish councillor of West Pennard.

On 17th July 2003 Guy was elected as Chair and served until 2025 when he became ill in the latter part of the year – an amazing 22 years.

Over all he was present at parish council meetings (and before retirement from Avon & Somerset Constabulary at neighbouring parish councils) for 45 years.

Guy’s ‘Chairman’s Speech’ at AGMs always finished with the words ‘As always our work remains for the good of the village’.

Guy chaired meetings with professionalism and fairness and not a little humour!

He will be missed by many.

Our condolences to Guy’s family at this time.

Matters arising from the last minutes:

  1. Clerk reported Councillor Malcom Dykes of Baltonsborough Parish Council will assist in siting of Speed Indicator Devices. Somerset Council have placed the request for siting of poles to the contractor, timescale approximately six months.

Clerk has spoken to Stocksigns Messagemaker who are happy to take the order for sids when this has been done and then will contact Malcom Dykes.  During this period of time Clerk will also endeavour to obtain a police grant for the above – as yet this is closed.

  1. Councillor Sheila Petherbridge reported the talk in West Pennard Village Hall on Wednesday 20th May on ‘Butterflies of Avalon and The Poldens’ followed by a two-route walk on Friday 22nd May on ‘Discover Nature in Avalon and the Poldens’ week was well supported.
  2. Update on Leisure Services in East Somerset affecting Wells Fitness Centre & Pool, Tor Fitness Centre, Glastonbury, Strode Swimming & Fitness Centre, Street, Frome Leisure Centre and Shepton Mallet Lido. A contract has been awarded to Freedom Leisure for two years from July. To quote “This is a short contract which allows us to ensure these essential leisure services are provided by an established operator, offering stability and quality assurance for schools, residents and other user groups, whilst at the same time providing the opportunity to undertake a comprehensive audit of all the facilities and an avenue for a more substantial tendering process in 2028 with a view to awarding a new long-term contract for leisure provision in East Somerset’.
  3. Clerk reported having written a letter of support regarding proposed closure of the Stroke Unit at Yeovil District Hospital to Ray Tostevin, Chair, Quicksilver Community Group and M.P. Sarah Dyke.
  4. Report of overgrown hedge impeding footpath – hedge now cut back.

Points pertaining to West Pennard – New Speed Limits in place on Frome by-pass including a 50MPH limit on the A361, a 40MPH limit on the A362 approach, junction resurfacing and central hatching along the bypass.

Completion of replacement Traffic Signs, A39, Clarks Village junction, new surfacing, lining, signage and new shared path for cyclists and pedestrians.  Somerset Council has agreed a new Equality, Diversity and Inclusion Strategy 2026-30 to include improving access to services for digitally excluded people, tackling discrimination in schools, strengthening support for disabled employees and demonstrating leadership on equality in the community.

Somerset Roads – potholes logged:  January 4,711 (2,541 repaired), February 6,068, (3,554 repaired) March 5,035 (4,964 repaired) and April 2,905 (3,739 repaired).

There were 7 reported road defects for West Pennard from 01.05-31.05.26.

Bulky Waste – A partnership between Somerset Council and collections partner Suez has teamed up with the British Heart Foundation to pass on for resale items such as sofas, tables and chairs from the Suez Depot at Bridgwater to the BHF’s store in Taunton. (labelled fireproof if applicable).

A reminder for consumers to placed used batteries in plastic clear bags on top of recycling bins.  If placed in normal waste they can cause fires if undetected.

A reminder to check and update annual Garden Waste Subscriptions.

Memorial Tribute to former Chair, Guy Willcox:

Clerk Janice House received the news from a family member that Guy had passed peacefully away on Wednesday June 3rd 2026.

Guy attended parish council meetings regularly as our community police officer and in 1999 he became a parish councillor of West Pennard.

On 17th July 2003 Guy was elected as Chair and served until 2025 when he became ill in the latter part of the year – an amazing 22 years.

Over all he was present at parish council meetings (and before retirement from Avon & Somerset Constabulary at neighbouring parish councils) for 45 years.

Guy’s ‘Chairman’s Speech’ at AGMs always finished with the words ‘As always our work remains for the good of the village’.

Guy chaired meetings with professionalism and fairness and not a little humour!

He will be missed by many.

Our condolences to Guy’s family at this time.

A contract has been awarded to Freedom Leisure for two years from July. To quote “This is a short contract which allows us to ensure these essential leisure services are provided by an established operator, offering stability and quality assurance for schools, residents and other user groups, whilst at the same time providing the opportunity to undertake a comprehensive audit of all the facilities and an avenue for a more substantial tendering process in 2028 with a view to awarding a new long-term contract for leisure provision in East Somerset’.
  3. Clerk reported having written a letter of support regarding proposed closure of the Stroke Unit at Yeovil District Hospital to Ray Tostevin, Chair, Quicksilver Community Group and M.P. Sarah Dyke.

Completion of replacement Traffic Signs, A39, Clarks Village junction, new surfacing, lining, signage and new shared path for cyclists and pedestrians.  Somerset Council has agreed a new Equality, Diversity and Inclusion Strategy 2026-30 to include improving access to services for digitally excluded people, tackling discrimination in schools, strengthening support for disabled employees and demonstrating leadership on equality in the community.

Somerset Roads – potholes logged:  January 4,711 (2,541 repaired), February 6,068, (3,554 repaired) March 5,035 (4,964 repaired) and April 2,905 (3,739 repaired).

There were 7 reported road defects for West Pennard from 01.05-31.05.26.

Bulky Waste – A partnership between Somerset Council and collections partner Suez has teamed up with the British Heart Foundation to pass on for resale items such as sofas, tables and chairs from the Suez Depot at Bridgwater to the BHF’s store in Taunton. (labelled fireproof if applicable).

A reminder for consumers to placed used batteries in plastic clear bags on top of recycling bins.  If placed in normal waste they can cause fires if undetected.

Points pertaining to West Pennard – New Speed Limits in place on Frome by-pass including a 50MPH limit on the A361, a 40MPH limit on the A362 approach, junction resurfacing and central hatching along the bypass.

Completion of replacement Traffic Signs, A39, Clarks Village junction, new surfacing, lining, signage and new shared path for cyclists and pedestrians.  Somerset Council has agreed a new Equality, Diversity and Inclusion Strategy 2026-30 to include improving access to services for digitally excluded people, tackling discrimination in schools, strengthening support for disabled employees and demonstrating leadership on equality in the community.

Somerset Roads – potholes logged:  January 4,711 (2,541 repaired), February 6,068, (3,554 repaired) March 5,035 (4,964 repaired) and April 2,905 (3,739 repaired).

Bulky Waste – A partnership between Somerset Council and collections partner Suez has teamed up with the British Heart Foundation to pass on for resale items such as sofas, tables and chairs from the Suez Depot at Bridgwater to the BHF’s store in Taunton. (labelled fireproof if applicable).

A reminder for consumers to placed used batteries in plastic clear bags on top of recycling bins.  If placed in normal waste they can cause fires if undetected.

Memorial Tribute to former Chair, Guy Willcox:

Clerk Janice House received the news from a family member that Guy had passed peacefully away on Wednesday June 3rd 2026.

Guy attended parish council meetings regularly as our community police officer and in 1999 he became a parish councillor of West Pennard.

On 17th July 2003 Guy was elected as Chair and served until 2025 when he became ill in the latter part of the year – an amazing 22 years.

Over all he was present at parish council meetings (and before retirement from Avon & Somerset Constabulary at neighbouring parish councils) for 45 years.

Guy’s ‘Chairman’s Speech’ at AGMs always finished with the words ‘As always our work remains for the good of the village’.

Guy chaired meetings with professionalism and fairness and not a little humour!

He will be missed by many.

Our condolences to Guy’s family at this time.

Clerk has spoken to Stocksigns Messagemaker who are happy to take the order for sids when this has been done and then will contact Malcom Dykes.  During this period of time Clerk will also endeavour to obtain a police grant for the above – as yet this is closed.

Update on Leisure Services in East Somerset affecting Wells Fitness Centre & Pool, Tor Fitness Centre, Glastonbury, Strode Swimming & Fitness Centre, Street, Frome Leisure Centre and Shepton Mallet Lido. A contract has been awarded to Freedom Leisure for two years from July. To quote “This is a short contract which allows us to ensure these essential leisure services are provided by an established operator, offering stability and quality assurance for schools, residents and other user groups, whilst at the same time providing the opportunity to undertake a comprehensive audit of all the facilities and an avenue for a more substantial tendering process in 2028 with a view to awarding a new long-term contract for leisure provision in East Somerset’.
  3. Clerk reported having written a letter of support regarding proposed closure of the Stroke Unit at Yeovil District Hospital to Ray Tostevin, Chair, Quicksilver Community Group and M.P. Sarah Dyke.
  4. Report of overgrown hedge impeding footpath – hedge now cut back.

Update on Leisure Services in East Somerset affecting Wells Fitness Centre & Pool, Tor Fitness Centre, Glastonbury, Strode Swimming & Fitness Centre, Street, Frome Leisure Centre and Shepton Mallet Lido. A contract has been awarded to Freedom Leisure for two years from July. To quote “This is a short contract which allows us to ensure these essential leisure services are provided by an established operator, offering stability and quality assurance for schools, residents and other user groups, whilst at the same time providing the opportunity to undertake a comprehensive audit of all the facilities and an avenue for a more substantial tendering process in 2028 with a view to awarding a new long-term contract for leisure provision in East Somerset’.
  3. Clerk reported having written a letter of support regarding proposed closure of the Stroke Unit at Yeovil District Hospital to Ray Tostevin, Chair, Quicksilver Community Group and M.P. Sarah Dyke.

Completion of replacement Traffic Signs, A39, Clarks Village junction, new surfacing, lining, signage and new shared path for cyclists and pedestrians.  Somerset Council has agreed a new Equality, Diversity and Inclusion Strategy 2026-30 to include improving access to services for digitally excluded people, tackling discrimination in schools, strengthening support for disabled employees and demonstrating leadership on equality in the community.

Somerset Roads – potholes logged:  January 4,711 (2,541 repaired), February 6,068, (3,554 repaired) March 5,035 (4,964 repaired) and April 2,905 (3,739 repaired).

There were 7 reported road defects for West Pennard from 01.05-31.05.26.

Bulky Waste – A partnership between Somerset Council and collections partner Suez has teamed up with the British Heart Foundation to pass on for resale items such as sofas, tables and chairs from the Suez Depot at Bridgwater to the BHF’s store in Taunton. (labelled fireproof if applicable).

A reminder for consumers to placed used batteries in plastic clear bags on top of recycling bins.  If placed in normal waste they can cause fires if undetected.

A reminder to check and update annual Garden Waste Subscriptions.

Memorial Tribute to former Chair, Guy Willcox:

Clerk Janice House received the news from a family member that Guy had passed peacefully away on Wednesday June 3rd 2026.

Guy attended parish council meetings regularly as our community police officer and in 1999 he became a parish councillor of West Pennard.

On 17th July 2003 Guy was elected as Chair and served until 2025 when he became ill in the latter part of the year – an amazing 22 years.

Over all he was present at parish council meetings (and before retirement from Avon & Somerset Constabulary at neighbouring parish councils) for 45 years.

Guy’s ‘Chairman’s Speech’ at AGMs always finished with the words ‘As always our work remains for the good of the village’.

Guy chaired meetings with professionalism and fairness and not a little humour!

He will be missed by many.

Our condolences to Guy’s family at this time.
